For VoIP to be made available, you need to have a broadband or high speed internet connection through a cable modem or DSL or local area network. For the signal to get received, you need to have a computer, adaptor, or specialized phone.
You need to know that not all VoIP services are the same. There are some VoIP services which work over your pc or a special VoIP phone, while there are others which allow you to use a traditional phone connected to a VoIP adapter.
For pc use, you will need a software and microphone (not really expensive one). There are special VoIP phones that plug directly to your broadband and connection and operate like a traditional telephone. For a telephone with a VoIP adapter, you may dial like an ordinary landline and the service provider could also provide a dial tone.

Your VoIP services convert your voice into a digital signal traveling over the internet. The signal is then converted to a regular telephone signal if you are trying to call a regular phone line. Wireless hot spots such as parks, airports, and cafes also allow you to connect to the internet which will enable you to use VoIP service wirelessly.
